Can I get a refund for my salmon licence?

IFI has a ‘no refunds’ policy on its website.

This policy reflects the fact that the Fisheries Consolidation Act (1959) prescribes a licence duty (not a fee or a price) and this may be set by Statutory Instrument (SI) as required. The last change (a reduction) to licence duty occurred in 2011 by statutory instrument. Ministers have consented to maintaining that reduction every year since.

Refunds are not contemplated or permitted by the primary legislation and if they were to be considered would require complex legislative changes which would be resource intensive in the current circumstances and subject to a comprehensive legislative process and legal advice

The holder of the licence may fish in the district or anywhere nationally (depending on the licence type) once the holder has the permission of the fishery owner to do so – in many cases a permit is also required.

But what about Covid-19?

There are no circumstances, including those pertaining currently, which facilitate refunds within the primary legislation.  Please bear in mind that a licence is for an entire period/season and logbooks demonstrate that licences are generally only used for a very small proportion of the time they cover.

But I haven’t been able to use my licence for a period of time?

Licences remain usable. Angling has been allowed as a brief exercise locally for the duration of the NPHET advised restrictions in locations where fisheries was open. A small number of fisheries did close and a few remain closed to ensure public health guidance can be complied with.

I made a mistake when I purchased my licence online and bought the wrong district/ wrong name or some other detail – can this be changed?

Inland Fisheries Ireland may amend, but not refund, licences purchased online if notified of the error immediately –  Kindly note that it make take up to three working days to process the correction. The incorrect licence must not be used while awaiting the amendment.

I feel I should get a refund, what can be done?

There is no facility in current primary legislation for a refund however IFI is monitoring the situation and will report to the Minister in due course. The Minister, considers and is required to consent annually to the licence duty and any proposed amendment to same as recommended by IFI for the forthcoming year.  Licence duties for 2020 have already been set.  When more details of the full impact on licenced angling activity are available this can be taken into consideration when duties for 2021 are being reviewed.
